ILO Exploration and Design: What Happens in Stage 1?
ILO is normally funded in stages. Stage 1 is the exploration and design phase, where the participant works through how they want to live, who they want around them and what disability-related supports are needed to make the arrangement work.
Start with the person’s preferred life
Stage 1 should begin with the participant’s goals, strengths, routines, relationships, communication preferences, cultural needs, safety considerations and preferred level of independence.
Explore where and with whom to live
The participant can consider different living arrangements, including whether a host or housemate model suits them and what kind of home environment would support their goals.
Design the support network
The process should identify primary supports, supplementary supports, informal supports, back-up arrangements and how the participant will access other NDIS, mainstream and community supports.
Build agreements and safeguards
Practical agreements should cover roles, responsibilities, boundaries, privacy, conflict resolution, monitoring and what happens if part of the arrangement changes.
Prepare the service proposal
The service proposal describes the preferred living arrangement and support design within the approved budget. It is used by the NDIA when deciding what ILO supports to include in the participant’s plan.

How long does ILO exploration and design take?
The NDIS says Stage 1 usually takes between 30 and 100 hours, depending on how much support is needed to design the arrangement.
Does the same provider have to deliver Stage 1 and Stage 2?
No. The NDIS says the provider used for exploration and design does not have to be the same provider that later delivers the ILO supports.
Can family and friends be involved in the design?
Yes. The participant can involve people who know them well if they want help exploring options and making decisions.
